Biofuels Use May Provide Positive Health Impact

A grant from the Energy Biosciences Institute (EBI) has produced a novel and comprehensive “Life Cycle Impact Assessment” to measure the benefits on human health that might result from a switch to biofuels.

Although a number of uncertainties must be addressed for a more accurate picture, these early results show that a biofuel eliminating even 10-percent of current gasoline pollutant emissions would have a substantial impact on human health in this country, especially in urban areas.

Governors of Illinois, Iowa, Kansas, Michigan, Minnesota, and Wisconsin and the premier of Manitoba, Canada, will now consider advisory group recommendations for their greenhouse gas emission reductions.

The final draft guidelines are the result of an 18-month process that began in 2007 when the governors formed the Midwestern Greenhouse Gas Reduction Accord.

It may get much harder to jump on the green bandwagon unless companies can prove how they measure the “greeniness” of their products and services.

Reason: Congress is gearing up to define what green means. A House Energy and Commerce panel meets today to put a stop to greenwashing — making false or unprovable claims about green attributes of products and services.

Rep. Bobby Rush (D-IL), chairman of the Commerce, Trade and Consumer Protection Subcommittee, is looking for legislative ways to define green marketing practices. Rush worries that consumers are being misled by a flurry of confusing green marketing claims.

He wants the Federal Trade Commission to impose standards that define what it takes to make an eco-friendly claim about a product, service or operation. Rush is responding to a greenwashing report that found that the number of products claiming to be green is increasing by 79% a year.

Going green is proving to be harder than most companies want to admit.

And, while many are introducing green versions of their traditional products and services, this only nibbles at the edges of the sustainability goal.

So says the granddaddy of business machinery and computers, IBM. The company’s got its own green angle, as a consultant to promote eco-friendly business practices under the Corporate Social Responsibility (CSR) banner. IBM’s convinced that adopting CSR promotes long-term success and profitability, and it just completed its second global survey to prove the point.

Customizable Interactive Map Shows U.S. Alternative Fuel Data

The U.S. Department of Energy (DOE) and the National Renewable Energy Lab (NREL) announced the launch of a comprehensive mapping tool to help industry and government planners implement alternative fuels and advanced vehicles. The new TransAtlas tool combines several different types of geographic data to identify areas with potential for developing advanced transportation projects. It is sponsored by DOE’s Clean Cities initiative, which aims to reduce petroleum consumption in the transportation sector by promoting advanced vehicle technologies and alternative fuels. This interactive mapping tool is available by visiting www.afdc.energy.gov and clicking on the TransAtlas icon.

CBO and the Joint Committee on Taxation (JCT) estimate that over the 2010-2019 period enacting this legislation would:

    • Increase federal revenues by about $846 billion; and
    • Increase direct spending by about $821 billion.

In total, those changes would reduce budget deficits (or increase future surpluses) by about $24 billion over the 2010-2019 period.

The number of jobs in America’s emerging clean energy economy grew nearly two and a half times faster than overall jobs between 1998 and 2007, according to a report released today by The Pew Charitable Trusts. Pew developed a clear, data-driven definition of the clean energy economy and conducted the first-ever hard count across all 50 states of the actual jobs, companies and venture capital investments that supply the growing market demand for environmentally friendly products and services.

Pew found that jobs in the clean energy economy grew at a national rate of 9.1 percent, while traditional jobs grew by only 3.7 percent between 1998 and 2007. There was a similar pattern at the state level, where job growth in the clean energy economy outperformed overall job growth in 38 states and the District of Columbia during the same period. The report also found that this promising sector is poised to expand significantly, driven by increasing consumer demand, venture capital infusions, and federal and state policy reforms.

America’s clean energy economy has grown despite a lack of sustained government support in the past decade. By 2007, more than 68,200 businesses across all 50 states and the District of Columbia accounted for about 770,000 jobs.

By comparison, the well-established fossil-fuel sector—including utilities, coal mining and oil and gas extraction, industries that have received significant government investment—comprised about 1.27 million workers in 2007.

The Navy is pioneering a “hybrid electric driv”” to propel new ships as it seeks to cut consumption of fuel and be more environmentally conscious. Navy ships accounted for roughly 40% of the fuel consumption across the DoD in 2008. The Office for Naval Research is hoping to improve that figure.

FTC Announces Actions Against Kmart, Tender and Dyna-E Alleging Deceptive ‘Biodegradable’ Claims

The FTC has charged Kmart Corp., Tender Corp., and Dyna-E International with making false and unsubstantiated claims that their paper products were “biodegradable.” Kmart and Tender have agreed to settle the cases against them; the case against Dyna-E will be litigated. The FTC announced the cases today in testimony before the U.S. House Subcommittee on Commerce, Trade, and Consumer Protection of the Committee on Energy and Commerce. The testimony states that with the recent growth in “green” advertising and product lines, the agency will continue its efforts to ensure that environmental marketing is truthful, substantiated, and not confusing to consumers.

SERDP and ESTCP Announce Technical Program and Training Opportunities at Annual Technical Symposium & Workshop

The Partners in Environmental Technology Technical Symposium & Workshop will take place December 1-3, 2009 in Washington, D.C. This event is sponsored by the Strategic Environmental Research and Development Program (SERDP), DoD’s environmental science and technology program, and the Environmental Security Technology Certification Program (ESTCP), DoD’s environmental technology demonstration and validation program. The comprehensive technical program will feature 11 technical sessions and five short courses. Technical sessions will highlight research and innovative technologies that assist DoD in addressing increasingly complex environmental and mission sustainability challenges. Short courses on select technologies in the environmental restoration and munitions management areas will offer unique training opportunities on recent advancements in science and technology.
