NEWMOA is an interstate association that has a membership composed of the hazardous waste, solid waste, waste site cleanup and pollution prevention programs in the northeast states.
NEWMOA's mission is to develop and sustain an effective partnership of states to explore, develop, promote, and implement environmentally sound solutions for the reduction and management of materials and waste, and for the remediation of contaminated sites, in order to achieve a clean and healthy environment.
Request for Revisions/Additions to the P2 Results Data System Submitted by the Northeast Waste Management Officials’ Association (NEWMOA) September 2007
Based upon feedback obtained from training session participants and discussions with members of the Northeast Pollution Prevention & Compliance Assistance Metrics Workgroup, NEWMOA would like to request the following functional improvements be made to the National P2 Results Data System:
Administrative Features:
- add and edit features for regional cost factors; have these regional cost factors applied to existing data
- increase the duration of user sessions OR prompt users before their session times-out (e.g., “You have been inactive. Would you like to continue”) OR both
Project Information (opening input screen):
1. add the ability to select NAICS/SIC under “Sectors Involved
2. grantee
3. grant title
4. grant #
5. amount of grant
6. contact phone
7. grant description
8. projected results (pounds of pollutants - haz., air, water, in product, in process; mBTUs; gallons; dollars)
9. description of data collection methods
Behavioral Measures:
- add additional behavioral measures
- clients reporting visiting a website as a result of an assistance intervention
- clients reporting having told others about a service as a result of an assistance intervention
- clients reporting attending an event as a result of an assistance intervention
- clients reporting ordering a publication as a result of an assistance intervention
Outcome Measures:
- under Hazardous Materials, add the ability to split out reduced pounds of pollutants in product and reduced pounds of pollutants in process
- under Hazardous Materials, add pounds of mercury use prevented
- under Hazardous Waste, add pounds of mercury waste collected
- add the ability to capture reported savings for each outcome while overriding automated cost calculators where reported cost savings are available
- add TOTAL cost savings, as savings information is not always broken out by the categories currently listed in the system (e.g., hazardous, non-hazardous)
- add a way to capture assumptions that are used in calculating outcome measures - for quality assurance purposes and information gathering on calculators
Reports:
- provide a way in the reports to view or drill down to the data entered in the “descriptions”
- report generating feature that allows programs to select which projects to include in an aggregate report
- added Project Information listed in this specification in individual project reports
- added additional Behavioral and Outcome measured in this specification to the aggregate reports
- in aggregate and highlight reports, express CO2 reductions and energy savings in terms GHG reductions
Documentation:
- update user manual to include program admin screen, highlighting the “edit measurement data for a previous project” feature
- update user manual to include guidance on how to enter data at a granular level for programs interested in using the system to track and report individual activities
